Passed, regulated, or applied? The different stages of emigrant enfranchisement

From what moment should we consider the enfranchisement of non-resident citizens as valid? Some authors have observed lags between the reforms that initially enfranchised emigrants and their implementation, hypothesizing apolitical intentionality behind them. However, they have not adventured into explaining why these lag sexist.
