The Construction of the Right to Income

Since the middle 70’s, with the Welfare State and work crisis, some new ideas and experiences of income transfer programs have emerged and developed in Europe and Latin America. This paper proposes to analyze the context of increasing of such ideas, as well as the political ideological debate synthesized by the distinction between Minimum Income and Basic Income.
