Legislatures as social arenas: co-authorship in the City Council of Rio de Janeiro

In this paper I look at legislatures as social arenas in which numerous
interactions take place. These interactions affect the policy making process, as legislators develop notions of reciprocity, forge alliances, friendships and, also, enmities among themselves.
