Consequences of public policies on public management: the case of the zero-tolerance policy for criminal illegal entry upon the office of refugee resettlement

Policy failures are related to the way in which policies are designed, the procedures in which they are implemented through public management and the public value expected to be produced.

The purpose of the present case study research is to examine the policy failure of the Zero-Tolerance Policyfor Criminal Illegal Entry. The literature reviewed encompass general perspectives on policy studies and public management, focusing on the ethical aspect to select the intended target population in the policy design and explaining the different approaches in policy implementation to create public value through public management.
